SONCAP and PVoC step by step: importing laptops into Nigeria

Notebook computers fall under HS heading 8471.30 and are regulated products for the purposes of Nigeria's Standards Organisation conformity assessment programme. The programme operates through accredited PVoC agents at origin, which means the compliance work happens before the goods sail — not on arrival.

Step one is commercial: obtain a proforma invoice from the supplier showing model mix, unit price, Incoterm and payment terms. Everything downstream — Form M, inspection, certification — has to agree with this document, so get the model designations exactly right at this stage.

Step two is the Form M, opened through your authorised dealer bank on the Trade portal, either valid for forex or not valid for forex depending on your funding route. The Form M number becomes the reference every later document is tied to.

Step three is the Product Certificate or product registration with the PVoC agent, supported by test reports covering safety and electromagnetic compatibility, plus the lithium battery UN38.3 transport test report. Where a supplier holds an existing registration, the route is faster and cheaper.

Step four is inspection at origin. The agent verifies that model numbers, serial ranges, rating labels, carton markings and the packing list match the paperwork. This is where most delays occur, and the cause is almost always a mismatch — a serial range that has drifted, or an importer block missing from the carton.

Step five is the SONCAP certificate, issued against the Form M once conformity is confirmed. Step six is Customs: the PAAR is generated, duty and levies are assessed, and your licensed agent clears the consignment at Apapa, Tin Can or MMIA.

Plan the calendar backwards from the vessel. Certification and inspection commonly need two to four weeks before shipment; discovering a documentation gap after the container has sailed converts a paperwork problem into demurrage.
